Houston Parks and Recreation Department and Houston Parks Board have teamed up with University Village Civic Club and community members to improve University Village Park.
University Village Civic Club advocated revitalizing this park, located in the Third Ward and within the Third Ward Complete Community, by bringing the needs of the community to the attention of HPB and collecting community input.
The small, pocket park was established in 2021 on .11 acres (5,000 square feet) of land. Current park amenities include two picnic tables, park signage, trees, landscaping, community garden and trash receptacle.
Planning efforts are underway to determine the scope and budget for the renovation project.
DESIGN AND CONSTRUCTION UPDATE
In May 2022, a virtual community meeting was held for community members to share input on two design options. A final design has been selected based on community input coupled with the park’s capacity for recreational activities. Improvements include:
- A new play area with flower shade structure, swing, interactive play panels, hopscotch court, four square court
- Concrete seat wall and additional picnic table
- Open lawn play area
- New sidewalks with accessible ramps at Lucinda and Anita Streets to ensure ADA access
- Decorative metal fence along the street perimeter and wood fence along the adjacent properties
- New native trees along Lucinda and Anita Streets with landscaping
- New drainage and underground detention to mitigate against flooding
The cost of the project is $500,000, including design and construction. Construction is estimated to conclude in late summer/early fall 2023.
Construction activities will take place Monday through Friday, with occasional Saturdays, between 7 AM and 6 PM. Earlier starts may be required for concrete pouring in case of high temperatures.
Houston Parks Board is serving as the project manager for this work in coordination with HPARD. The landscape architect was Clark Condon Associates, the structural and civil engineer was CSF Consulting LP, and Landscape Art Inc is the general contractor.

On Wednesday, May 11, 2022, Houston Parks Board hosted a virtual community meeting for community members to give input on two design options for this park.
The first design option focused the park around a mini half-court basketball court and the second design option focused around play areas and a trail.
